Encik, kenapa tak letak Anak Lelaki (Anak Perempuan - 2017)? - registering child birth/name

Update 2017:
Can you believe it? I have to go through the same argument with the officer once again, after 7 years. This time they want me to do Sworn Statement to drop A/P!

I stood firm. No way. Don't simply introduce procedure which is not in the registration guidelines.


Main article (2012):
Birth of a child, one of the happiest moment in a family. The event will be followed by 30th day prayers and naming ceremony. The proud parents will announce the name of their bundle of joy to their relatives and friends, amid a joyous celebration and congratulatory messages from everyone.

Then comes the compulsory obligation for registering the name and the birth of the child with National Registration Department (NRD / JPN) in accordance to Act 299 BIRTHS AND DEATHS REGISTRATION ACT 1957 (Akta Pendaftaran Kelahiran dan Kematian 1957). This act is to be read together with Kaedah-Kaedah Pendaftaran Kelahiran dan Kematian 1958 used by JPN, which prescribes the process of registering a child's birth and name in Malaysia.

Enough of intro, let's get to the point. In 2010, I welcomed the birth of my son. As required by the law, I went to a JPN office to register his name, Krish Laxman Kumar. Like any other responsible, IT-savvy, info-hungry, never-done-it-before and I-don't-want-to-mess-up-my-child's-name-forever parent, I went thru all those documents above before starting my old bike, riding to the JPN office.


I was given the JPN.LM01 form, which I filled and submitted at the counter. While waiting, like everyone else around there, I wanted to go out and smoke, then I realized I'm not a smoker, so I bought a pack of soya drink and waited for the number to flash on the bright red LED panel, with the voice of a sleepy lady - satu satu empat tiga, kaunter lapanzzzzzz. When my number was flashed, I rushed to the counter to complete and collect the coveted Warganegara birth certificate for my son, alas there's an issue says the counter staff. This is how it went on for the next half hour or so:


she : Encik, kenapa tak letak Anak Lelaki?
me : Cik, sila tengok bahagian A4, saya dah tanda Jantina sebagai Lelaki
she : bukan itu encik, bahagian A1, nama kena ada anak lelaki untuk anak encik
me : saya tak mahu letak anak lelaki sebagai sebahagian nama dia
she : encik kena letak juga
me : kenapa?
she : sebab dalam nama encik ada anak lelaki, jadi mesti masukkan juga
me : mengikut peraturan dalam kaedah pendaftaran ke?
she : ye encik betul!
me : ini salinan kaedah pedaftaran JPN, ini salinan akta pendaftaran kelahiran, cuba cik tunjuk dimana peraturan ini ada
she : errrr saya tak pasti, tapi kebiasannya nama kaum india mesti ada anak lelaki atau perempuan
me : saya tak ikut kebiasaan orang lain, nama anak saya ikut kehendak saya
she : tak boleh cik, mesti masukkan juga
me : saya akan ikut cik jika boleh tunjuk peraturan ini dalam borang, akta atau kaedah pendaftaran
she : macam ini encik kena bincang dengan pegawai saya
me : sila panggil pegawai 

after few minutes of intense discussion with her pegawai, both came out to see me
he : encik, nama anak encik mesti disertakan dengan anak lelaki
me : atas sebab?
he : seperti nama orang Islam ada Bin atau Binti, kebiasaannya nama orang Hindu perlu ada anak lelaki/perempuan
me : saya faham encik, tapi itu kebiasaan, bukan peraturan dan jika ia peraturan, mesti ada termaktub dalam mana-mana dokumen yang saya baca, tiada pun? lagipun kalau ikut logik encik, nama orang Cina kenapa tiada anak itu anak ini?
he : pasti encik tak mahu letak anak lelaki?
me : saya sangat pasti saya tak mahu nama sebenar anak saya menjadi Krish Laxman Kumar Anak Lelaki Sashi Kumar. Jadi teruskan proses pendaftaran.
he : encik kena sign atas borang ini, mengatakan encik tak mahu anak lelaki sebagai nama anak
me : saya tak perlu sign mana-mana mengikut proses pendaftaran JPN, jika mahu juga encik mesti bagi saya surat untuk saya patuh arahan encik, barulah rasmi.
he : takapalah, encik tunggu. nanti bila siap pendaftaran staff ini akan panggil encik
me : terima kasih


So my dear ladies and gentleman, tukang kayu dan tukang simen, you do have a choice not to include anak lelaki, anak perempuan, anak kepada, anak ikan or anak kucing etc. as part of your child's name. Furthermore, if we have included all this unconventional prefixes as their name, it will appear as A/L, A/P, A/K on all the official documents throughout their life!! In addition to that, it becomes another issue when you apply for an international passport, where the naming scheme has to follow the International Civil Aviation Organization's MRTD Standard Document 9303, where symbols such as / is not allowed. If you still include those prefix, our kid's names will look like this:

  1. P<MYSSUGUMARAN<AL<SIVANATHAN< (for SUGUMARAN A/L SIVANATAN)
  2. P<MYSREVATHY<SOMATHY<AP<SIVAKUMAR (for REVATHY SOMATHY A/P SIVAKUMAR)

AL and AP doesn't have any meaning in our names, so there's no need for our kids to carry those extra alphabets in their names. Hope this article is useful for all parents expecting for new addition to their families. God bless.

  3. Bro...you are absolutely right. I registered Devinya's birthcert in Seremban 11 years ago and I was not required to indicate a A/P behind her name. No hassel what so ever.

    Officially, her name on her Birthcert, MyKid & Int'l Passport is.....DEVINYA

    2. I did the same thing in 2003 for my son and 2006 for my daughter. In addition, i also adopted my dad's name as a surname and dispensed with the patronymic practice, All i can say is that it greatly simplified our application for US green cards and Australian residency visas as we have the same surname.

  12. 2005 when register my daughter name in JPN putrajaya, the office accepted without a/p. But some of my friends having this issue in other JPN. So there is no standard process and procedures. So pls ask for it....without a/l or a/p.

  16. I did the same, during confinement went over and fought to remove the a/l for my son, which I did a year ago for my daughter. This time, they refused to add the father's name, so until he was 7, in his passport, his name was just his name without father's name! No surname - in mykid and passport. I fought until they changed it, which meant I had to get a extract of the birth cert. The officers got a earful from me!

  18. When I was registering my daughter's name, I got curious and asked the same thing to the officer (I don't want to put binti) . The lady said it's okay if you don't want to. I don't know if she was playing with me or its really okay but I did it anyway. I'm a Malaysian Muslim Malay btw.

  19. Tak pasti tapi rasanya benda mcm ni sepatutnya kena ada black and white. Kena ada surat pekeliling. Klu tiada black & white, memang jadi lauk la pada customer. Nak2 kerja gomen, memang customer tau staf gomen takkan melawan. Mana yang berperangai offensive memang suka lanyak staf gomen. Tetapkan standard. Klu buang A/L, semua pendaftaran baru tiada A/L walaupun mereka request nak. Klu org Islam boleh terima standard perkataan Muhammad, tak boleh lagi pakai Mohd, Muhd, Md, Mohamed, Muhamad, kenapa yang lain boleh pilih nak pakai atau tidak A/L.

      30 plus years ago pun ada anak yg tidak mempunyai A/L or A/P..so how is it standard??
      And also please do not say if people are aggressive, staff gomen tak nak gaduh. If they know their facts, takkan ada issue. Yang penting nyatakan fakta!!

    3. Muhammad, Mohd, Muhd, Mohamad adalah NAMA, bukan prefix. A/L atau A/P adalah prefix yang tidak menjadi sebahagian dari nama asal. Boleh tak letak Ahmad Bin Kepada Ali?

  23. Yeah 8 years ago I registered my son's name as Syree Pillay and did not indicate the Conventional A/L.
    The PIC at the counter as usual are numb skulls in Malaysia insisted at first. But I did not give a shit. We know the registration requirements too at that time.

  26. Chinese here. Sometimes we include English name in our names. E.g. Alex Lim Ah Kow

    I registered my kid as Alex Ahkow Lim.
    No hassle. Easier for them to identify their first middle last name.

  28. My name was registered on my birth cert in 1978 without AL and my sister's 4 years earlier without AP. We never had any problems with our following identification docs. I registered my daughter's birth cert and mykid without AP. I am honestly surprised by your experience taking mine into context but cannot consider it surprising given bolehland.

    From my eldest in 2004 to my youngest in 2012 all have no
    A/L or A/P.

    Friendly & understanding officers.

    Not all Civil Servants are bad, some just don't know what they are doing.

    Permohonan mengubah nama kanak-kanak yang telah didaftarkan hanya boleh dibuat dalam tempoh satu (1) tahun dari tarikh kelahiran kanak-kanak.

    SYARAT PERMOHONAN
    1. Ibu atau bapa kandung kanak-kanak;
    2. Penjaga kanak-kanak yang sah;

    PROSEDUR PERMOHONAN
    Pemohon dikehendaki hadir ke mana-mana kaunter Jabatan Pendaftaran Negara di seluruh Semenanjung Malaysia dengan membawa dokumen-dokumen yang diperlukan.

    7. Pasport atau dokumen insurans atau buku bank kanak-kanak sekiranya kanak-kanak telah mempunyai pasport atau akaun bank atau insurans (asal dan salinan);

    DOKUMEN IBU DAN BAPA (ASAL DAN SALINAN)
    1. Kad Pengenalan atau dokumen pengenalan diri ibu dan bapa (asal dan salinan);
    2. Surat Keizinan oleh ibu bapa kandung kanak-kanak yang memberikan kebenaran kepada penjaga untuk membuat permohonan;

    BAYARAN
    1. Bayaran pendaftaran permohonan RM2.00
    2. Bayaran kelulusan permohonan RM 5.00
    3. Bayaran cabutan Sijil Kelahiran RM 5.00

Now four years down the line we went to get his passport and there they have attached his fathers name to my son's name..and also put as bearer is known as Vxx Panicker A/L Pxx....my son's name on his my kad is only Vxx Panicker...what a mess

  33. Bagi saya better letak binti,bin, A/L atau A/P sbb memudahkan tugas kami yg bekerja di sektor kesihatan, keselamatan, urusan keluar masuk negara dll. Walaupun dalam negara kita ada berjuta manusia yg bernama Samad n boleh trace Samad yang mana satu dgn menggunakan IC atau passport, tp ia satu part yg penting jgk. Fikir in future lah. Kalau x setuju, x apa. Ini pendapat saya je.

    1. Nama anak saya tak berubah, dengan atau tanpa A/L A/P. Kalau boleh trace berjuta-juta kaum cina tanpa sebarang prefix, dengan adanya nombor mykad atau passport, perkara ini bukan susah. Kemajuan melalui perubahan

Issue arise when "some" parents during the birth registration they don't want the A/L A/P thing, but when the kid grow up, they changed mind and want to add back and when they feel not comfortable, they want to remove back.. Legal firm always get this stupid cases after jon reject their repeating nonsense application and then it become a habit for malaysian indian.. So before this matter comes to worst, maybe that is the best initiative for them to make sure the parents IS CONFIRMED with the name of their choice and not gonna tukar2 next time.. legal fees and processes mahal woi.. U people cari pasal, and burdens the govt.. Stupid.. Letak A/L A/P no need oath, taknak letak then U need to oath and DON'T CHANGE SUKA2 HATI LATER.. Then bila x dpt U sue back bcoz clash with banking issue la, immigration issue la, sekolah issue la.. aiyo

  35. Abg ipar saya (Cina) hendak menamakan anaknya Lizhen anak Wong sempena isterinya yang berbangsa Iban. Setelah puas bergaduh dengan pegawai JPN akhirnya dia berhasil menamakan anakny seperti kemahuan nya. Saya rasa selagi tidak tertulis dalam undang-undang JPN, kita berhak untuk menamakan anak kita seperti mana yang kita mahu selagi tidak melanggar batas undang2

  36. Sashi, I named my daughter without the offensive "Anak Perempuan" (even when I was in my teens, I abhorred such tags; so what you can't see an Indian for a guy or girl? Am we Anak Binatang or what?) as early as 2001. In fact, the good officer who helped the registration openly told me then that the government was discouraging such usage after A/L became problematic for Malaysia travelers of Indian ethnicity post 9/11. So, everyone tell the next officer who asks for such a tag to shut the xxx up. These idiots just don't know what they're talking about -- Barani Krishnan

  38. When I turned 12 and had to make my IC, they added a/p to my name. Neither my dad nor my mom has an a/l or a/p in their birth certificate or IC. My birth certificate also does not contain any a/p.. when I went to collect my IC to my dismay they added on a/p meaning they did not follow how I filled in my name in the form. Theu added the a/p themselves and to change it I had to pay rm10 for them to correct their mistake. Stupid ppl

    2. I was in same situation. Birth certificate no apology but they issued ic with ap. And the best part is they put as Al first. They said it's in constitution. I told them to show me where in constitution. After that they issued me a new ic without ap. But I recently discovered when they read through the chip, I have two names. One with ap and another without ap. I have to go change that soon. All hassle created by them.

  39. Anak perempuan or anak lelaki..that is not a big issue. Long time ago we use S/O or D/O "Son of.. or Daughter of...". Who likes to put their A/L or A/P, let their parents decide it? Why we should to follow as we need...But I prefer A/L, again some said that when to booking a ticket flight, computer cannot recognize the letter "/" that is not a big issue also...I type AL for anak lelaki and AP for Anak perempuan...well there is nothing wrong..or we afraid that when happen in the sky we cannot claim the insurance...there is no reason again..hahaha..

  41. I have registered all my children without any al or ap about a decade ago. I remember signing some form to indicate that I was sure I did not want the prefixes. No fuss, it all finished quite quickly. As my children carried their father's surname, they do not carry their father's first name. In fact, naming conventions world wide is very varied and it is up to individuals to choose the convention that best suits them. In the Western world name changes are common as women who are married, change their surnames to take on their spouses if they deem it appropriate. I have always struggled with the prefix in my name and this is especially so when you are studying abroad and have difficulties explaining the value of such prefix. It is a free country and every one is entitled to name their children as they deem appropriate and as long the letters of law does not prevent it, nothing stops you from doing as you please.

  44. I was just aware of this issue, my daughter is going to 6 years old this year. I wish to get rid of her binti in her name. I got the form of pembetulan maklumat di dalam daftar kelahiran & surat akuan. Now the thing is it needs me to state 'sebab-sebab tersalah itu ialah:' in the surat akuan. What is the strong reason should i write? Can anyone help pls..

  45. I registered all my three children using surnames (I am Malay by the way). Quite the hurdle but I am happy I got it done. Now my children and I all have the same last name: my father's name. Question is, can I at the age of 40 plus remove the word "bin" from my own name so that father and children all have surnames in the true sense?
